Here's an interesting RPG where the players play scholars writing an encyclopedia of an imaginary world or time. The rules are only about a half page of text, so check it out. I can't say exactly what it is about RPG rules that please me so much, but I just can't get enough of this stuff.

Set up the site, Dock. Wolf and Qhorin could play this one since we really don't have to get together. Or we could just play sloppily in this thread.
To your OP can I hypothesize this? In this case I think you are more intrigued by the collaborative world building and not the handful of rules. Am I close?
Hey! In this game Andy and Hose couldn't fight over what was fact or fiction they would just have to work with it ... or not even cite it.
