Don't know enough about how the agreements usually work. I would guess though that as long as there are a healthy number of competitors this isn't necessarily a bad thing.
Dunno. When companies get together to create fixed prices I usually feel like they're trying to do an end run around actually competing with each other.
In this case which legislation of economics did you have an opinion on? The one where they banned it or unbanned it?
I don't have an opinion myself yet because I am still working through my reaction to the Bush administration taint on the issue.
